Itty-Bitty Summit of Chocolate Makers

For those of you who don't know: In April, four European countries (France, Germany, Belgium and Luxembourg) agreed to create an autonomous military command, separate from NATO. Yesterday, State Department spokesman Richard Boucher sneered at the "four countries that got together and had a little bitty summit," referring to them as "the chocolate makers."
